Advisor: Wawan Riyanta, S.pd., M.T Industry is an important role in improving the economy in Indonesia, in improving the economy in Indonesia, the world of industry requires the role of workers in helping and managing existing resources. The very large role of workers in the business world makes the existence of workers must be prepared and managed properly, protected their basic rights and treated fairly so that the welfare of workers and their families. Workers who have obtained their rights in accordance with applicable laws and regulations are expected to contribute to the business world, especially the companies where they work. Strict competition in the business world produces solutions with outsoursing systems, where with this system the company can assess expenditures in financing human resources (HR) who work in the company concerned. This study initially aimed to examine the differences in the rights and obligations of permanent employees and outsoursing at PT. Angkasa Pura I (Persero) Yogyakarta, but due to the constraints of not receiving this research at PT. Angkasa Pura I (Persero), the researcher held this normative legal research in which this research was only based on reference to the Manpower Act No. 13 of 2003. The results of this study, the legislation concerning labor number 13 of 2003 which is related to the employment relationship is clear and must be carried out by each company that will use the services of outsourced employees, because there are articles in employment laws concerning employment relationships so as not to there is a gap between employees.
